Buyer can make up the difference in cash.The lender cares about the appraisal only to the extent it affects the loan-to-value ratio. A low appraisal does not mean the lender won't lend. It means the lender will make a loan based on the ratio agreed to in the contract at the appraised value. Sometimes the buyer's lender will not allow the buyer to give cash for the difference and, in that event, have the buyer pay instead some of the seller's closing costs.
WertV's general regulations are further supported by the Wertermittlungsrichtlinie (abbr. WertR, "directive on the determination of value"). The WertR provides templates for calculations, tables (e.g., economic depreciation) and guidelines for the consideration of different influences. WertV and WertR are not binding for appraisals for nonofficial use, nonetheless, they should be regarded as best practice or Generally Accepted (German) Valuation Practice (GAVP).
If you're refinancing a conventional mortgage, a low appraisal can prevent you from doing so. The home needs to appraise at or above the amount you want to refinance for your loan to be approved. However, if your existing mortgage is an FHA mortgage, you can refinance without an appraisal through the FHA Streamline program – a great option for underwater homeowners.

I just wanted to let you know how helpful Mike Nichols was in helping us through a complicated situation in a real estate transaction where a tax certificate had been sold on the subject property. We talked about what I was looking for, and John talked to me about the general process of appraisals for PMI evaluation, and the availability of those reports. In this day and age, it's so hard to find someone with the ethics necessary to turn away a potential customer. I spoke with John about getting an appraisal for the home I was purchasing and even though it was short notice, he was able to fit me in the next week. I gave him my information and told him the last inspector I called had agreed but had to back out when he found out how large the house was, but John said it would be no problem, and figured it would take a couple of days to do the appraisal and get the proper amount of comps. I had no problem with his fee, as I know that large houses can cost even more to inspect and appraise and thought his prices were reasonable-- especially considering how quickly he was going to get it done. Right after our phone conversation he sent me an email and sent the contract, which I signed and emailed back, and gave him my credit card info., which made it very easy to deal with versus writing another check-- which you write so many of in the house purchasing process. He arrived promptly and introduced himself, and was just as pleasant in person as he was on the phone. He did a thorough job of going through the house, and really seemed to know his business very well. He was nice enough to point out some positive aspects about the house we were purchasing, and pointed out many details. He was very knowledgeable about the housing industry and houses in general as well, and after business talk, it was nice he took the time to just chit chat for a bit. After speaking with me on the phone and chatting at the house, he gave me some great information about places he thought I would be interested in visiting, because he figured out pretty quickly I was a nerd who would be into some of the places he mentioned. He was right! Great information and advice! I really enjoyed doing business with John, who I found interesting, knowledgeable, and excellent to work with, and if I ever need another appraisal, he is definitely the one to call! I would highly recommend him to anyone who wants the best service in this business!
In a commercial income-producing property this approach capitalizes an income stream into a value indication. This can be done using revenue multipliers or capitalization rates applied to a Net Operating Income (NOI). Usually, an NOI has been stabilized so as not to place too much weight on a very recent event. An example of this is an unleased building which, technically, has no NOI. A stabilized NOI would assume that the building is leased at a normal rate, and to usual occupancy levels. The Net Operating Income (NOI) is gross potential income (GPI), less vacancy and collection loss (= Effective Gross Income) less operating expenses (but excluding debt service, income taxes, and/or depreciation charges applied by accountants).

Although appraisers and assessors of real estate work in offices, they may spend a large part of their time conducting site visits to assess properties. Time spent away from the office depends on the specialty. For example, residential appraisers tend to spend less time on office work than commercial appraisers, who might spend up to several weeks analyzing information and writing reports on one property. Appraisers who work for banks and mortgage companies generally spend most of their time inside the office, making site visits only when necessary.
Other leading appraisal organizations include the National Association of Independent Fee Appraisers and the National Association of Master Appraisers, which were also founding sponsor-members of the Appraisal Foundation. The Massachusetts Board of Real Estate Appraisers (MBREA), founded in 1934, is the only state appraisal association that has been named a sponsor of the Appraisal Foundation. In recent years, the Royal Institution of Chartered Surveyors (RICS) has become highly regarded in the United States, and has formed a collaboration with the Counselors of Real Estate, a division of the National Association of Realtors. RICS, which is headquartered in London, operates on a global scale and awards the designations MRICS and FRICS to Members and Fellows of RICS. The Real Estate Counseling Group of America is a small group of top U.S. appraisers and real estate analysts who have collectively authored a disproportionately large body of appraisal methodology and, the National Association of Real Estate Appraisers (NAREA), founded in 1966, with the goal to elevate the professionalism and success of the Appraisal Industry.
Automated valuation models (AVMs) are growing in acceptance. These rely on statistical models such as multiple regression analysis, machine learning algorithms or geographic information systems (GIS). While AVMs can be quite accurate, particularly when used in a very homogeneous area, there is also evidence that AVMs are not accurate in other instances such as when they are used in rural areas, or when the appraised property does not conform well to the neighborhood.
But, officials estimate the value of the properties would go up as a result of the improvements. They expect that the owners of the properties would pay about $11,164 more each year in taxes because of the increased property value. It’s that amount — about $62,343 in city and county taxes — that the two governments would forego as a result of Tuesday’s vote. Of that, about $62,343 would have gone to St. Petersburg and the remaining $49,301 would have gone to the county.
